Proteins that are involved in breaking down muscle are downregulated, meaning less of them are made. The protein levels within these muscles are actually lower than those of healthy muscles. The result is that muscle can only produce as much mass as it needs. Once a certain level has been reached, this limit is reached at where the force required to perform the action is equal to the amount of mass being worked.
